The 'Scorpion King' Mace head

Why the name?
It shows a ruler wearing the White Crown of Upper (southern) Egypt (red zone) and performing some ceremonial connected with opening an irrigation channel or laying a foundation trench; in front of his face is a scorpion-emblem (green-zone) and a rosette (blue-zone).
